The Charter

King James granted a charter to the Virginia Company of London so they could establish a colony in Jamestown. The charter was a document that stated that England would support a new colony for a while and the colonists would be granted the same rights as the people living in England at the time. 

New groups and organizations often have a charter that gives guidelines for the group. It states what they will do, how they will go about accomplishing the task and and rules they need to follow.
